That is a very odd picture of Pertwee on the cover. And what's he wearing? I assume it was based on a still from 'The Green Death'.
The Master's back to his old self, endangering his life a freedom to take one last shot at killing the Doctor, despite believing the Earth to be doomed and the Doctor trapped on it: 'Once free of Axos he had planned to make one further attempt to kill the Doctor and then leave Earth'. That's hatred for you and a nice set-up for his next appearance in Doctor Who and the Deadly Assassin.
Most intriguing though, especially in a story that looks so much at how the Doctor and the Master mirror each other, is Jo's suspicions on how they really differ:
“Don't worry, Jo. The Brigadier's given me this.” He produced the Master's laser gun. “That'll keep him in order.” But Jo wasn't reassured. The Doctor was quite unused to carrying weapons, let alone using them. She couldn't help feeling that his nature was no match for the Master's evil cunning. Like Filer, she was very worried as she watched the Master follow the Doctor from the room
It's not great. Rather than set them up at morally equal but opposite, Dicks suggests the real difference is simply that the Doctor's less capable and practiced with weaponry. And that 'evil cunning' will always prevail. I mean luckily every Doctor Who story ever (almost, I'm not sure about some Saward-era ones) goes against this moral, but it's still either a worrying insight on Dicks or a worrying statement on Jo.
